Chapter 10 - The Legacy RetainedThe hearing room was quiet when the board reconvened at three o'clock that afternoon.

Director Vance stood behind the central dais, holding the signed evaluation document.
"It is the unanimous finding of this board," Director Vance read aloud, "that Canine MWD-7822, 'Titan', demonstrates exceptional operational control, high environmental stability, and an unbroken handler bond with Officer Maya Reed."
Maya let out a long, shuddering breath she felt she had been holding for three days.
"However," Director Vance continued, raising his eyes to look at Paul Mercer, "the board also recognizes the unique historical circumstances regarding this asset's original military assignment and the administrative errors surrounding his transfer."
Director Vance looked at Captain Thomas Vance in the gallery.
"The board hereby orders the immediate formal retirement of Titan from active municipal police service under Section 8 of the Veteran Working Dog Protection Act," Director Vance declared. "His active police certification is retired with honor."
Captain Vance stood up, his face dark. "Director, the department invested over forty thousand dollars in that canine's training—"
"And he gave you four years of flawless service, Captain," Director Vance cut him off sternly. "The municipality's financial interest is satisfied."
Director Vance turned to the final page of the document.
"Under the provisions of the federal transfer framework, ownership of MWD-7822 is hereby dual-assigned to Paul Mercer and Officer Maya Reed as co-custodians."
Maya blinked, looking up in shock. "Co-custodians?"
"Mr. Mercer holds primary legal retirement title," Director Vance explained, a rare, warm smile breaking across his stern face. "And Officer Reed is granted full off-duty custody rights and priority status for private handler visits."
Paul stood up from his chair, leaning on his cane, and reached his hand across the aisle toward Maya.

Maya took his gnarled hand, tears finally spilling over her lashes as she laughed softly.
Titan stood up beside them, leaning his heavy body against both of their legs, his dark tail thumping steadily against the wood paneling of the courtroom floor.
