Chapter 8 - The Infiltration StrategyBy three o'clock in the morning, the tugboat was moored inside a disused subterranean intake tunnel beneath the Mercer Neurological Complex on the east bank of Manhattan.

The complex was a sixty-story titan of dark glass and reinforced steel, dominating the riverfront. Inside its upper halls, three hundred workers were finalizing the staging for the Global Defense Summit, hanging banners for PROJECT ARES alongside corporate logos for eighteen visiting foreign defense delegations.

In the cramped, pipe-lined maintenance bay beneath the building’s foundation, Sarah unfolded a holographic schematic onto a steel crate.

"Julian has converted the top three floors into a closed-loop command center," Sarah explained, pointing to a glowing red sphere at the building's crown. "The airborne neural array is mounted inside the central ventilation atrium. Once activated at 10:00 AM tomorrow, it will emit a high-frequency bio-electric pulse designed to interact with the synthetic nerve-suppressants already mixed into the building’s climate system."

"Everyone inside the auditorium will become instantly paralyzed," Clara deduced, her eyes sharp. "The defense ministers, the press, the city officials."

"And Julian will present the 'antidote'—a permanent subscription-based neural key—to the highest bidder," Sarah added bitterly. "It's not just a product demonstration. It's a hostile takeover of public policy."

"How do we disable the atrium array?" Clara asked.

"We can't disable it from the outside," Leo murmured, his small fingers tracing the blue lines of the ventilation ducts on the map. "The array uses a three-stage physical key. But if we plug my silver tube directly into the central distribution node in the main auditorium..."

"...the pulse won't paralyze them," Clara realized, a dark, fierce smile touching her lips. "It will burn out every synthetic blocker in their systems. It will free everyone Julian has ever suppressed."

"Including the victims of his clinical trials," Sarah nodded. "Including the hundreds of people currently held in the lower medical ward."

Clara looked up at the vast steel ceiling above them, hearing the faint, rhythmic hum of the building's ventilation turbines sixty floors above.

"Then we're going to the party," Clara said.
