Chapter 11 - The Global Protocol

Six months after the concert in Geneva, the reverberations of Flight 217 had reshaped the commercial aviation landscape far beyond Crown Atlantic’s fleet.

Inside the glass-and-marble headquarters of the International Air Transport Association (IATA) in Zurich, representatives from thirty-four major global airlines gathered around an expansive horseshoe conference table. The annual executive summit on passenger rights and crew operations was in full session.

Standing at the main podium was Arthur Sterling. Behind him, displayed on three giant high-definition screens, was the official documentation for the Monroe Protocol.

"Over the past two quarters," Arthur began, his voice echoing clearly across the hall, "Crown Atlantic has implemented complete operational transparency across all passenger touchpoints. We eliminated arbitrary crew seating challenges, restructured our gate verification software, and tied executive compensation directly to customer dignity metrics."

Arthur paused, looking out over the rows of CEOs, chief operating officers, and regulatory directors.

"The financial result?" Arthur continued, tapping a clicker. The screen shifted to a series of glowing green performance charts. "Our customer retention in premium cabins is up twenty-eight percent—the highest in the airline's sixty-year history. But more importantly, zero minor passengers have faced unauthorized removal or harassment across our three hundred daily international flights."

In the observer gallery high above the main floor, Celeste Monroe sat quietly beside her Chief of Staff, Marcus Vance.

"The IATA board is voting to adopt the Monroe Protocol as an industry-wide international standard this afternoon," Marcus whispered, checking his tablet. "Every carrier operating routes within North America and Europe will be bound by it."

Celeste watched Arthur step down from the podium to warm applause from the international delegation. She didn't seek public recognition or credit; seeing a broken system systematically dismantled and replaced with fairness was the only return on investment she required.
